Supervisory Research Physical Scientist, ZP-1301-4 (Direct Hire)

This position is located in the Oceanic and Atmospheric Research (OAR), Earth System Research Laboratory (ESRL), Global Monitoring Laboratory (GML) with one vacancy in Boulder, CO. As a Supervisory Research Physical Scientist, you will perform the following duties:
Serve as Chief of the Global Radiation and Aerosol (GRAD) Group, and as an expert in radiation science and related fields. Conduct work that involves decisions, actions, and recommendations that focus on GRAD priorities, funding, allocation of organizational resources, and budget. Conduct and oversee research related to the measurement of solar and infrared radiation and aerosols at the Earth's surface. Pursue applications involving numerical weather and global-scale models, ground-truth for satellite measurements, and renewable solar energy research. Develop the principles, criteria, methods, and data for use by these user communities. Work with scientists to maintain, improve, and analyze long-term radiation, cloud, and aerosol observations to recognize changes in the environment to better understand the role of radiative processes in weather and climate. Conduct analysis of research results and evaluate those results for dissemination. Remain professionally active through publications and presentations at science conferences and workshops. As supervisor, plan and distribute work to be accomplished by subordinates; set and adjust short and long-term priorities and prepare schedules for the completion of work; improve production and quality of work; evaluate work performance and address poor performance; identify employee developmental and training needs; and promote, recognize, reassign and select new employees. This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:
To qualify for the 1301 series:
EDUCATION:
A. Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education an experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND SPECIALIZED
Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Planning research programs/projects to include identifying research goals and outcomes, resources, and budgets/funding; Conducting research on the radiative impact of clouds and aerosols in the atmosphere; Analyzing atmospheric radiative transfer and cloud radiative effects for development of weather/climate models and other applications; and Assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates and providing performance feedback.
