As a Supervisory Physical Scientist, you will perform the following duties:
Serve as Deputy to the Director of the NOAA Global Monitoring Laboratory. Provide managerial and administrative oversight and lead research coordination efforts across Oceanic and Atmospheric Research (OAR) scientific programs. Develop policies and strategies for monitoring, evaluating, and reporting of the Global Monitoring enterprise. Coordinate and develop new precedents and guidelines requiring the use of advanced scientific techniques and the modification and extension of theories, precedents, and scientific practices. Integrate emerging technologies into program systems and concepts and determine impact on tactics, techniques, and procedures. Develop data applications and systems to collect and assess scientific information. Use computer-based data analyses and understanding of Earth and atmospheric sciences to solve problems that extend beyond normal day-to-day operations, i.e., where problem definition and available data are incomplete or uncertain. Develop tests for evaluating new or modified instrumentation, methods, techniques, practices, and customized products in the earth and atmospheric scientific area. Provide guidance to contractors or associate scientists and take action to insure end products meet specifications and requirements for the purposes intended. Develop contractor scope of work and technical performance requirements to perform system studies and assessments. As supervisor, plan and distribute work to be accomplished by subordinates; set and adjust short and long-term priorities and prepare schedules for the completion of work; improve production and quality of work; evaluate work performance and address poor performance; identify employee developmental and training n eeds; and promote, recognize, reassign and select new employees. This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:
To qualify for the 1301 series:
EDUCATION:
A. Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. -AND-SPECIALIZED
Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-5 or GS-15 level:

Experience:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Planning and coordinating atmospheric observations and monitoring research to include assisting in developing observing networks or sites; Analyzing results of observational research and data for use in developing products and/or services to improve modeling and prediction of weather, water and climate extremes; Providing technical guidance on Earth and atmospheric sciences to assist in planning and integrating new emerging technology developments; and Planning, evaluating and managing a subordinate staff; such as assigning work, setting priorities, evaluating performance and providing feedback on work assignments.

Estimated Salary: $20 to $28 per hour based on qualifications.
