Supervisory Security and Emergency Response Manager, ZA-0301-V (GS-15 equivalent)

Serves as the Director Emergency Services Office for the National Institute of Standards and Technology, Office of the Associate Director for Management Resources (ADMR), Emergency Services Office (ESO). The Emergency Services Office delivers emergency and physical security services for the protection of personnel, property, and activities located on NIST facilities. This position oversees a comprehensive security and emergency response program at NIST, to include physical security, access control, emergency preparedness and fire and disaster response. Provides leadership and direction to staff responsible for planning, developing, implementing, and evaluating all NIST physical security and emergency response activities, including but not limited to, access controls, intrusion detection systems, Video Surveillance System VSS, implementing Interagency Security Committee standards and best practices, homeland security initiatives, fire/rescue services; and emergency management planning and preparedness, including the NIST Continuity of Operations Plan (COOP) and disaster control. Represents ESO in providing guidance and advice to NIST senior management in the initiation, development, and implementation of new and innovative security and emergency response policies, procedures, and safeguard mechanisms necessary to ensure the security and protection of all NIST physical property, human resources, and sensitive information. Defines and implements approaches to improve the effectiveness and efficiency of NIST physical security program and fire emergency services to maximize utilization of existing resources and to identify and develop future resources to address operational needs. Represents NIST in emergency response and security activities involving the Department of Commerce, other Federal Agencies and other State, local, and national emergency services authorities. Develops and executes long and short-range goals and objectives for NIST's physical security, protection and emergency response services, ensuring a highly integrated, cohesive program across the entire NIST organization. Supports the continual evaluation of the programs' adequacy, strength and effectiveness by systematically performing comprehensive program evaluations that include identifying changes in requirements, assessing needs, and evaluating program effectiveness. Ensures that the most state-of-the-art technologies are utilized for service delivery to NIST and oversees the development of innovative approaches to streamline and improve these services. Provides leadership and direction in the formulation and implementation of new policies, procedures, programs and standards for the physical security and emergency response programs at NIST. Develops and assigns goals and objectives to ESO personnel across all service delivery areas. Approves annual and multi-year work plans developed by subordinate supervisors and managers; oversees revisions of these plans, as necessary, and manages achievement of goals and objectives outlined in long range plans. Delegates authority to subordinate supervisors and holds them accountable for the performance of their organizational element. Establishes workload priorities and initiates assignments based on the difficulty, complexity, type of work and employee capabilities. Reviews accomplished work, evaluates staff and subordinate supervisors' performance, and reviews performance evaluations made by subordinate supervisors. Identifies and fulfills the training needs of subordinates. Provides advice, counsel and instruction on technical and administrative matters. Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST). Specialized experience is defined as experience in automated systems that provide access security for campus and building environments; experience in working with scientific-focused organizations and the unique requirements of laboratory and research institutes; and experience in leading broad security committees to include Facility Security Committees that include multiple organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
