AGO acquires products and services and awards the financial assistance necessary to meet the mission and goals of NOAA. Through the award of contracts and grants, AGO administers more than half the National Oceanic and Atmospheric Administration (NOAA) outlay each year. AGO plans, designs and coordinates acquisition and grants standards, practices, and procedures for all NOAA offices and their subordinate entities. It provides program direction and guidance to the NOAA headquarters and field procurement and grants organizations. AGO awards and administers all NOAA acquisition and financial assistance transactions and it provides acquisition and financial assistance services to DOC operating units and services other Federal agencies on a reimbursable basis.As a Contract Specialist you will perform the following duties:
Procures supplies and services with the most complex and difficult requirements. Advises technical personnel on the development of statements of work, formulates contracting approach, secures supplies, services or construction through use of both formally advertised and negotiated procurements, administers contracts. Plans and conducts detailed contract price/cost analysis. Reviews procurement actions to determine cost effectiveness and compliance with legal and regulatory requirements. These duties are described at the full performance level GS-12, the GS-11 is developmental leading to such performance. Contract Specialist. This position has a positive education requirement, transcripts must be submitted. CANDIDATES MUST MEET ONE OF THE FOLLOWING BASIC EDUCATION REQUIREMENTS:
A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Performing independent contracting assignments in the award, administration and closeout of contracts for goods or services. OR EDUCATION:
Ph.D. or equivalent doctoral degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or 3 full academic years of progressively higher level graduate education leading to such a degree. OR COMBINATION:
A combination of graduate level education, beyond two years, or 36 semester hours, in a related field or study and specialized experience that together, meet the qualification requirements for this position. To qualify at the GS-12 level:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
