As a Supervisory Security Specialist (Deputy Chief of Police), the selected candidate will play an important role in providing security solutions, developing policies, and ensuring compliance in the regional physical security program located within the Department of Commerce, National Institute of Standards and Technology, Office of Security, and will provide support to law enforcement activities and physical security operations at the Boulder Laboratories site. Duties include, but are not limited to:
Managing a federal police force and contract guard force; Evaluating, recommending and implementing physical security measures designed to safeguard personnel to prevent unauthorized access to equipment, facilities, material, and documents, and to safeguard them against espionage, sabotage, damage, and theft; Assisting with developing, revising, and implementing security policies, procedures, standards and regulations for multiple security programs, which include technical and closed circuit television systems; and Assisting with aspects of the office's counterespionage, anti-terrorism and emergency management programs, to include responding to situations that require a senior law enforcement presence and functioning as the on-scene commander until properly relieved Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. ZA-03/GS-(11/12):
You qualify for the ZA-03 grade level if you possess one year of specialized experience, equivalent to the ZA-02/GS-09 grade level in the Federal government, performing the following duties:
Providing oversight and technical supervision of a department, office, or operating unit's law enforcement and physical security activities; Establishing mission priorities based on guidance and regulations to optimize law enforcement output; Monitoring the progress of security projects to ensure a timely completion; Responding to leadership to negotiate union contracts; and Drafting policy, procedures, and programs for law enforcement operations and training activities. OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or a combination of specialized experience and graduate level education. ( Must submit transcripts.) All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. The Band III is equivalent to the Grades 11/12 on the GS pay scale FIREARMS. Selectee will be required to carry and use a firearm, demonstrate proficiency on a recurring basis, and not be in violation of 18 USC 922 (Lautenberg Amendment). NOTE:
LAUTENBERG AMENDMENT - This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set-aside or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position. MEDICAL REQUIREMENTS:
All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use and satisfactorily pass all required pre-placement physical/medical examinations prior to appointment. Selectee must be able to successfully pass, as applicable, annual and periodic physical/medical examinations, drug screenings, and psychological screenings to maintain a level of physical fitness in accordance with the standards and policies of this agency. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
