As a Supervisory Management and Program Analyst, you will perform the following duties:
Serve as the Associate Director of Administration for the Global Systems Laboratory (GSL). Manage administrative and financial operations of the lab, and provide scientific mission support through grants management. Participate in development of program policies and goals providing guidance, developing and implementing policy and associated procedures to meet programmatic goals, interpret policy affecting the management of the program, and provide accurate and timely information to leadership to inform discussions on issues. Oversee budget formulation and implementation for the Laboratory to include resources and personnel. Establish short and long range goals and objectives, track progress and accomplishments, and outline plans to meet strategic milestones of National Oceanographic Atmospheric Administration (NOAA) enterprise objectives. Evaluate program effectiveness and efficiency. Using quantitative or qualitative methods, conduct studies on operating programs to identify procedural problems, analyze findings and make recommendations in reports. Provide the full range of supervision and direction to a subordinate staff. Define organizational objectives and standards; evaluate work performance of subordinates; interview candidates; recommend appointments, promotions and reassignments; and effect disciplinary measures, such as warnings and reprimands and recommends other actions in more serious cases. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Conducting programmatic planning, policy development and oversight of a grants management; Planning and implementing administrative support functions, and formulating and executing budgets; Conducting studies of management and program operations to provide analytics and evaluation results to assess program performance and effectiveness; Participating in developing strategic plans to include tracking and reporting on accomplishments of program goals and milestones; and Assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates and providing performance feedback.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
